The published height is the rolltop at full extension. Rolled down further the bag is shorter.
How we judged it
Ours, not the maker's: how much each side gives when you press it. A rigid side gets no allowance in a fit check, a soft one gets a few centimeters, and a packable one has no fixed size at all, so we do not check it. The maker does not say whether the published figures include the wheels and handle, which is the usual case, so assume the real bag measures a little larger.
